Tubman was an escaped enslaved woman who became a “conductor” on the Underground Railroad, leading enslaved people to freedom before the Civil War, all while carrying a bounty on her head. She was also a nurse, a Union spy and a women’s suffrage supporter.

The purpose of the noise pollution ordinance is to reduce disturbances within the city, thereby enhancing the well-being and quality of life for residents and visitors to White Plains. The goal is to create a workable law that seeks to improve the quality of life for residents in our city while recognizing the needs of businesses and commercial entities.

Noteworthy changes include:

Landscape Equipment:
No landscape maintenance equipment and leaf blowers, regardless of whether such equipment is powered by gas, battery, or electric, shall be used between the hours of 6:00 p.m. and 8:00 a.m. on weekdays, and between the hours of 6:00 p.m. and 10:00 a.m. on Saturdays, Sundays and holidays.

The fall clean-up season will start on October 15 rather than October 1st and ends on December 1st. The spring clean-up season remains March 15 to May 15.

Leafblowers
Internal combustion leaf blowers shall no longer be permitted after May 15, 2023.

Non-combustion leaf blowers may be used year-round, in accordance with the day/time use usage restrictions discussed above.

Construction, repair, and demolition: No person shall operate or permit the operation of any tool or equipment used in construction, repair, demolition or excavation between the hours of 7:00 p.m. and 8:00 a.m. on weekdays and between the hours of 7:00 p.m. and 9:30 a.m. on Saturdays, Sundays and legal holidays.

Persons Responsible for Noise Violations. Any or all of the following persons may be held responsible for noise violations:
(a)   The person operating the equipment or creating the noise;
(b)   The person who employs the person operating the equipment or creating the
noise at the time of the violation;
(c)    The person who owns or rents the property where the violation occurs;
(d)    A sponsor or promoter who is managing entertainment, music, or a social
gathering who is not the owner of the property, where the gathering occurs

The White Plains Social Justice for Youth Community Youth Court members organized 2021 Youth Bureau Law Day in late December. It was the first Law Day held in Westchester County and has been recognized and awarded by the American Bar Association for having an Outstanding Law Day Activities. Members of the Youth Court are pictured here.

Law Day featured break-out sessions for middle and high school students on topics such as exploring the rule of law, crime scene simulation, the 14th Amendment, and advocacy. The keynote speaker, Westchester District Attorney Mimi Rocah, focused on how we can advance the rule of law today by getting involved and making a difference.

The Social Justice for Youth Community Youth Court. serves as a community teaching and prevention tool by providing youth volunteers with educational, legal, and criminal justice-based training as well as the opportunity to develop practical civics and gain insight into the law field. Youth Court is a diversion program dispensing restorative justice and serves as an alternative to incarceration program to divert first-time youth offenders from the juvenile justice system.

In Youth Court, juveniles, ages 12-17 years old, who are arrested for low-level crimes are tried by their peers who take on the roles of Youth Advocate, Prosecutor, Bailiff, Defense Attorney, and Judge in a traditional court setting. Learn More about the Youth Court or visit the White Plains Youth Bureau webpage at http://whiteplainsyouthbureau.org/ or call 914.422.1378
